Referring to your letter
109/41 of 21st August, 1942, enclosing a copy of the Hong Kong (Temporary Provisions) Order in Council 1942, I notice that Clause 2 has been amended since the last draft was sent to us by Blaxter on the 19th May and that the Secretary of State's approval is required for the disbursement of Hong Kong money.
We have certainly not had the Secretary of State's sanction given specifically in an official letter, for every item of expenditure since the
26th December, 1941, but we have of course had authority for action conveyed to us in a great many cases by minute, semi- official letter, and otherwise.
At a meeting I attended at the Colonial office on the 6th January, 1942, at which Poyser, Gent, Caine and Jones were present, it was generally agreed that in cases where we had standing
